1. EXECUTIVE SUMMARY

1.1. Introduction

ELEKTROLAND is Türkiye's premiere company offering unmanned ground vehicles and autonomous systems for defence and public security end users. ELEKTROLAND provides innovative, effective and custom made solutions to meet the existing and future requirements of law enforcement agencies by developing custom made solutions, supplying a wide range of unmanned ground vehicles and offering the indispensable life cycle support. ELEKTROLAND's success in providing the best solutions to its customers is based on its commitment to provide timely, highly reliable and cost effective services.

1.2. Evidence

With its unique capabilities, ELEKTROLAND has been selected by around 18 countries in the world for providing innovative, effective and custom made solutions to meet the existing and future requirements of defence and public security end users.

In this respect, we would like to inform you that ELEKTROLAND is the main supplier of the Turkish National Police and Armed Forces for unmanned ground vehicles. Moreover, ELEKTROLAND solutions vehicles are heavily operated by different end users in UN and other international peace keeping operations.

2. INFORMATION ON ELEKTROLAND

2.1. Introduction

ELEKTROLAND Savunma Sanayi A.S. is a sole-shareholder joint stock company of Turkish origin. ELEKTROLAND is Türkiye's premiere company offering unmanned ground vehicles and autonomous systems for defence and public security end users.

2.2. History

ELEKTROLAND started its' activities in 1996 as a maintenance, repair and overhaul service provider for international original equipment manufacturers supplying systems to Turkish defence and public security end users.

During the first phase of its activities, ELEKTROLAND was requested by several end users to undertake responsibility to renew, retrofit and reuse assets facing obsolescence risk, to adopt new technologies and to upgrade existing ones to deal with changing operational requirements.

Throughout early 2000s, Türkiye and the rest of the world witnessed an increasing incidence of the use of improvised explosive devices (IEDs). IEDs became the most prevalent form of explosives employed by terrorists because the materials needed to manufacture them were widely available.

During this period, ELEKTROLAND perceived the necessity of providing reliable and cost-effective explosive ordnance disposal (EOD) solutions based on off-the-shelf components and in a timely manner. Therefore, ELEKTROLAND accelerated its research and development in this field.

ELEKTROLAND extended its' activities in the defence field and developed Türkiye's first EOD robot in mid 2000s to meet the Turkish Armed Forces requirements. ELEKTROLAND's commitment to use best technologies, its background in robotics, and agile business model resulted in the expansion of its activities in defence industry at an exponential pace.

As of today, ELEKTROLAND is Türkiye's primary unmanned ground vehicles and autonomous systems solution provider serving a large base of national and international customers, a registered UN and NATO supplier, and the company has delivered more than a thousand solutions including hundreds of EOD robots currently operational in more than 15 countries worldwide.

2.3. Sustainable Growth

ELEKTROLAND has all the necessary in-house capabilities to design, develop, manufacture and sustain unmanned ground vehicles and autonomous systems. ELEKTROLAND's diversified product range covers the full tactical requirements of end users including EOD robots, reconnaissance and surveillance solutions, and multi-purpose & multi-role unmanned platforms.

ELEKTROLAND's unmanned ground vehicles and autonomous systems are not only intended for defence & public security end users, but they are also used by other government agencies and private companies and institutions for different roles including firefighting, emergency support, transport, mapping etc.

2.4. Products

ELEKTROLAND provides end users state-of-the-art solutions in different configurations through its product spectrum that covers the full range of unmanned ground vehicles and autonomous systems along with different mission equipment and optional payloads.

2.4.1. IED/EOD Solutions

ELEKTROLAND offers complete IED/EOD solutions, outfitting bomb disposal units worldwide with cutting-edge tools, gear, and operating procedures. To guarantee that the bomb disposal units are entirely ready for the most challenging circumstances, ELEKTROLAND solutions include the design, planning, and integration of a wide range of sub-systems, tactical equipment and tools.

Customized solutions to meet the customer's specific challenges, ELEKTROLAND provides a wide range of mission-oriented tools including but not limited to IED/EOD squad vehicles, IED/EOD robots, detector and inspection systems, special tools (including water jet disruptors, bomb suppression container, jammers, etc.) and personnel protective equipment including suits and helmets.

ELEKTROLAND's IED/EOD solutions include TMR family of robots with a range of gross weight from 14 to 75 kg, multi-wheel MINIROV series with gross weight from 90 to 110 kg, and tracked NAT series with gross weight from 180 to 220 kg giving the end user flexibility to integrate different mission equipment depending on the payload capacity of the selected robot.

2.4.2. Reconnaissance & Surveillance Solutions

ELEKTROLAND supplies different solutions used for reconnaissance and surveillance missions. A large number of mini robots deployed in the tactical field. Specially designed and constructed ACROB robots have various mobility modes, multiple sensing and multimedia transmission capabilities, and can perform autonomous missions.

The larger EGOROV robots' capabilities are augmented with additional sensors and payloads (including CBRN detection modules, long range thermal cameras, robotic arms etc.) to carry out more complex missions in a wide variety of environments.

2.4.3. Unmanned Ground Vehicles

Recent development in military doctrines enhance the importance of manned-unmanned teaming tactics and give a critical role to unmanned ground vehicles (UGV) for land operations. In this respect ELEKTROLAND developed HANÇER with gross weight from 500 to 650 kg range depending on selected payload.

HANÇER is designed largely for military applications, and is intended to provide support for dismounted troops by serving as a remote weapon station, logistics carrier and sensor platform. HANÇER is a force multiplier that provides increased stand-off distance, force protection and last mile resupply for on the front line.

With its autonomous capability HANÇER can also be used on patrolling roles for critical infrastructure protection and border surveillance missions with the integrated self-stabilized remote weapon station that provides surveillance capabilities and high precision over wide areas, day and night. HANÇER is in service with Turkish Armed Forces and currently in serial production for other customers.

BOĞAÇ is a multirole unmanned ground vehicle designed by ELEKTROLAND to accomplish a number of operations through the use of installable mission modules. BOĞAÇ is selected by Defence Industry Agency as Türkiye's next generation medium class unmanned ground vehicle to meet future multirole unmanned ground vehicle requirement of Turkish Armed Forces.

BOĞAÇ is a six-wheeled multirole vehicle with a combat weight of 3.000 kg consisting of two key elements which are the drive module and the removable mission module allowing several configurations to meet different operational requirements.

The drive module contains the wheels with independent suspension system each with electric drive engines. The drive module can be fitted with an auxiliary diesel power unit to increase BOĞAÇ's operational range with the hybrid option.

The mission module contains the mission-specific elements, such as weapons, equipment or sensors. Mission modules are interchangeable pod-like units that are fitted to drive modules to form a complete mission variant vehicle. Mission modules can be swapped under field conditions. BOĞAÇ mission modules and variants include medical evacuation, combat reconnaissance with medium calibre remote weapon system, combat engineering support vehicle, sensor platform and logistics carrier.

2.4.4. Civilian and Other Solutions

ELEKTROLAND designed and developed ROBOFIRE Family of Firefighting Robots that are particularly used in firefighting missions in critical infrastructures including industrial or chemical sites, airports and port facilities, military bases and ammunition depots.

ELEKTROLAND provides customer specific unmanned ground vehicle development services to create custom solutions when they are needed. Different solutions are designed and easily tailored for rapid implementation and immediate cost savings to meet different operational requirements in diverse environmental conditions.

The civilian solutions uniquely combine ELEKTROLAND's autonomous driving expertise, modular robot designs and engineering services to quickly deliver flexible and tailored solutions for heavy industry, mining and agriculture, and any application in dangerous or complex terrain environments.

2.5. Staffing and Operations

2.5.1. Organization

ELEKTROLAND employs approximately 45 personnel throughout the multiple disciplines of project management, systems engineering, design, prototyping and test, integrated logistics support, production, quality assurance and aftermarket support and administration.

2.5.2. Engineering

ELEKTROLAND's Engineering Department employs more than 15 engineers and technicians organized with the following expertise: mechanical engineering, electronics and electrical engineering, software engineering and systems engineering. ELEKTROLAND's engineering capabilities extend from unmanned ground vehicle system design and development to prototype systems manufacture and testing.

This capability is the key to ELEKTROLAND's success as world leader in advanced, efficient and cost-effective unmanned ground vehicles. However, ELEKTROLAND's engineering exhibits other additional capabilities such as sensor package design and integration, robotic software development and autonomy software.

Continuous improvement is a key element of ELEKTROLAND's evolutionary design philosophy which has led to the enhancement of its unmanned ground vehicle range. This philosophy is implemented through the modular architecture of its products, which allows ELEKTROLAND to continuously propose the latest technology to its customers while also offering easy upgrades when new technologies are emerging.

Modular architecture also allows ELEKTROLAND to offer extended tailoring of its products to meet customer requirements while minimizing the cost, risk and delay. ELEKTROLAND's engineering relies on the latest engineering development methodologies such as lean product development and lean systems engineering to develop its products.

ELEKTROLAND is therefore advanced in its use of technology relative to many in the defence industry sector, although these techniques are already largely in use in other sectors like the automotive industry.

2.5.3. Prototype

ELEKTROLAND maintains a fully equipped prototype manufacturing capability to support design engineering activities, prove new design concepts and support product manufacturability. This provides an ideal basis on which to undertake prototype build, design modification, system upgrade and Low Rate Initial Production tasks.

ELEKTROLAND engineering relies on its rapid prototyping capability and tools to develop prototypes more quickly than its competitors allowing the company to debug more often and more quickly its products. ELEKTROLAND engineering also relies on a large pool of ex-security personnel in order to support its human factors engineering resulting in the most user-friendly products on the market.

2.5.4. Testing

The performance of an unmanned ground vehicle can only be proven and validated through extensive testing. To meet this requirement ELEKTROLAND conducts significant development activity. The company integrates platforms with a wide range of mission equipment and then conducts extensive physical test and evaluation programs on the new systems.

This reduces the cost, time and risk incurred in delivering customer acquisition programs. ELEKTROLAND subjects its systems to extensive test programs during its development and qualification process. The commissioning of products is carried out at ELEKTROLAND's factory in Ankara, Türkiye. For test and evaluation trials, ELEKTROLAND makes use of trial facilities and installations in country.

2.5.5. Production

ELEKTROLAND Production Department employs more than 10 professionals. ELEKTROLAND's main assembly facility is located with the company Headquarters at its factory in Ankara, Türkiye. The facility was commissioned in 2023 and is planned to undertake multiple major programs at the same time. All activities including welding, surface treatment, machining and painting of unmanned ground vehicles are completed in the facility. The factory also has competencies in assembly and integration of mission equipment with the platform.

All assembly activity is completed by trained personnel following international standards for security, environment and quality control. In addition, the production department completes quality control, system level commissioning (prior to delivery) and prototype development and fabrication for new products.

2.6. Integrated Logistic Support

ELEKTROLAND supports its customers throughout all stages of operation of their systems. It therefore deploys capabilities to maintain unmanned ground vehicles in operational conditions: refurbishing, obsolescence management and spare parts for systems and sub-systems, reconditioning and modernization for platforms.

ELEKTROLAND supports its products throughout their service life with a fully functioning Integrated Logistic Support (ILS) team offering training, maintenance, technical assistance and spare parts supply that allows the customer to optimize system reliability and availability.

The support system takes into account customers' operational objectives and budgetary constraints. ELEKTROLAND's ILS team can also provide dedicated in-country support and the full range of engineering support necessary to deliver the mid-life upgrade of all unmanned ground vehicles and for other systems.

2.7. Innovation

ELEKTROLAND is constantly innovating in order to anticipate the growing and evolving requirements of defence and public security end users in terms of polyvalence and high mobility. These innovations are all undertaken with a common objective: to develop the capabilities of ELEKTROLAND systems, whether they are new or already in operation, in line with the evolution of the operational constraints of their users. It is a fundamental element of the DNA of ELEKTROLAND to offer new and thought-provoking concepts and solutions which lead to debate, or even to calling into question classical doctrines. This strength in innovation is notably based on the cutting-edge skills of ELEKTROLAND in software and mechatronic engineering.

The recent innovation efforts of ELEKTROLAND in particular involve the modularity of unmanned ground vehicles, their situational awareness and autonomous driving capabilities, their ability to integrate data received from other platforms, the development of manned-unmanned teaming tactics and the integration of weapon systems.

2.8. International Activities

ELEKTROLAND mainly adopts sustainable growth strategy focused on export markets. ELEKTROLAND offers various range of business models to international customers and partners to expand overseas markets. ELEKTROLAND's approach to international projects are aimed at creating long term partnerships with end users and international partners by creating local capabilities.

2.8.1. Subsidiaries

In order to respond quickly to the needs of its customers and to contribute to the local economic development, ELEKTROLAND establishes subsidiaries in various parts of the world.

  • In 2017, ELEKTROLAND established its UAE based subsidiary ELEKTROLAND FZE at Jebel Ali Free Zone in Dubai to strengthen export activities. By following the export activities more closely to potential end users, ELEKTROLAND was able to strengthen its cooperation abroad, especially in the Gulf region, reaching new markets and increase its exports, and provide faster aftersales services.
  • In 2020, ELEKTROLAND established its Canada based subsidiary ELEKTROLAND CANADA at MC Master University's innovation park to profit from the hybrid technology research, development, and software application environment in the field of automotive, to enhance its research and development capabilities.
  • In 2021, ELEKTROLAND established its Oman based subsidiary UNITED SECURITY SOLUTIONS in Sohar under a special maintenance and support contract with its local customer for providing increased field support for its products.

2.8.2. International Customers

Except from being Türkiye's leading supplier of unmanned ground vehicles and autonomous systems to defence and public security end users in the country, ELEKTROLAND started export activities in 2008. Since that date, ELEKTROLAND attained a reliable supplier status by delivering hundreds of products to more than 18 countries and used by more than 25 end users.
